Shri Debashis Sen joined the IAS in 1985. He graduated from Presidency College, Kolkata and got his post-M.Sc. Diploma from Saha Institute of Nuclear Physics. He got his Diploma in Public Administration from ENA, France. He has been trained at the JFK School Harvard University and IMF Institute, USA. Shri Sen has served in various capacities including District Magistrate for more than five years, Chief Electoral Officer for five years and Head of Information Technology & Electronics Department for three years. He is presently posted as Chairman-Managing Director, WBHIDCO which is a government company that is developing Smart City of New Town, Kolkata. He is also the Chairman of NabaDiganta Industrial Township Authority (NDITA) at Sector 5.

Leading exponent of coronary bypass surgery and complex adult cardiac operations. Currently Senior Vice Chairman of Medica Hospitals Pvt Ltd, Kolkata and Chairman - Kolkata Heart Foundation (KHF). National Scholar and recipient of eleven medals in Surgery including the Gold medal. Avid debater since school and college days at St Xavier’s Collegiate School and Medical College, Calcutta. Founded the Calcutta Debating Circle (CDC), which hosts “Calcutta’s Festival of the Spoken Word”, which is the largest debating festival in India. CDC aims to encourage quality public speaking amongst students. Pursues healthcare concerns and policy discussions, Speaks across the country on these issues contributes to publications in English and Bengali. His book on Indian Healthcare “The Sickness of Health” will soon be published.

Laxmi Ratan Shukla is a former Indian cricketer and politician. He is a right-handed middle-order batsman and a right-arm medium-pace bowler. He represented the Bengal cricket team. He was also a player in the IPL team Kolkata Knight Riders, Delhi Daredevils, and the Sunrisers Hyderabad. He was a member of the legislative assembly of West Bengal representing the All India Trinamool Congress. He resigned from the ministry on 5th January 2021.
